Bylaws
The Captiva Community Panel operates under bylaws last amended in November 2020, and which reflect both its operational structure and procedures as well as pertinent county and state regulations. A copy of the current bylaws is available here.
History of Panel
The Captiva Community Panel is a citizens’ advisory group authorized by the Lee County Board of County Commissioners under Lee County Administrative Code 13-3. The panel was operated under the aegis of the Captiva Island Property Owners Association Inc. (the panel sponsor and a 501(c)(3) not-for-profit corporation) under a contract with Lee County initially approved by the Lee County Board of County Commissioners on Jan. 8, 2002, with subsequent approvals for other tasks subsequent to that date.
The Panel submitted amendments to the Lee County Comprehensive Land Use Plan (which comprise the Captiva Plan under Goal 23 of the Lee Plan) that were adopted by the county in 2003, 2011 and 2018. Additionally, the panel submitted amendments to the Lee County Land Development Code (which comprise the Captiva Code under Chapter 33, Article IX of the county LDC) as adopted by the county in 2012 and 2017. Another amendment is currently pending.
